Read the Bihar source record
Follow the 2025 interim-order timeline, inspect the document library, or download the source register with hashes. The record separates court directions, ECI submissions and verified instruction issuance.
What qualifies for publication
We prioritize official election-authority publications and signed court orders. We separate what a source says from our calculations and from unresolved claims. A press report may identify a research lead, but it does not turn an unexamined petition into a judicial finding.
For a numeric claim, the review record must identify the source URL, document date, table or page, geography, stage, unit and denominator. A source being public is not proof that two tables can be combined.
Keep these measures separate
- Gross deletions
- Entries removed during a defined period or stage, as specified by the source.
- Net roll change
- Ending total minus starting total for comparable geography and scope. It can reflect both additions and removals; it is not a synonym for deletions.
- Draft omission
- An entry absent at a specified draft stage. Later claims, decisions and supplements must be checked before describing a final outcome.
- Appeal outcome rate
- A defined outcome divided by an explicitly identified appeal cohort. Filed, admitted, decided, allowed and implemented are distinct statuses.
Reproducible comparisons
- Preserve source date, retrieval date, version and exact locator.
- Match geography, stage and unit before comparing totals.
- Reconcile supplements and amendments; do not double-count repeated records.
- Show the calculation and flag missing or incompatible denominators.
- Describe coverage. A pilot or selected set of booths is not a national estimate.
Download the publication-snapshot dataset
The reviewed download contains 26 aggregate rows from Bihar’s 30 September 2025 release and Bengal’s 28 February 2026 release: 24 numeric values and two explicit missing restoration counts. Each row includes its source, date, page and required caveats. These are historical snapshots, not current electoral rolls.

Source discrepancy: Bihar’s baseline minus its reported draft omissions is 7,24,05,769, while the printed draft total is 7,24,05,756 — a difference of 13 electors. Both source values are retained without correction. Additions are not separately identified as restorations.
Comparison limit: Bengal’s pending-adjudication cases are separate from Form-7 deletions. Later supplements are excluded. Missing restoration values must be shown as “Not separately reported”, never zero.
